While he designed and developed footwear, he attended Framingham State College where he received his BA in Fine Arts in 1979. Arthur continued his career in footwear design working for several major New England companies and in 2006 he started Portelo Design, his own footwear consulting business “A Gateway to Footwear Design and Engineering”.

After retiring in 2015, he continued to pursue his original love of painting by attending several classes at a local school in Marlborough, MA. A realist influenced by American impressionism, he is now enjoying the freedom of expressing his love of nature particularly of the Westport River in Massachusetts. He is also influenced by his study of Native American design from the Caribbean. He has used this ancient imagery and symbols in some of his artwork. Expressing this interest and sharing it with others has been a lifelong ambition.
